Final Maj. Gen. Sengmaniwone Khammany, talked to newly promoted ranking military officers saying that rank promotion must meet the duty and responsibility requirement. It showed that the higher leadership has trusted and assigned those military officers who get promoted to carry out political tasks assignment to achieve the expected goals.
